Have you checked if the setting AF+MF in the shooting menu is OFF? If ON the autofocus is overruled by manual focus when you touch the focus ring of the lens.
No. (Not yet) I hope Fuji will come with a firmware upgrade to bring the X-T4 more in line with the newer X-E4 of which you can store image size and quality, several autofocus settings and more.
I asked Fuji service Europe about IBIS/OIS:
Has OIS priority with longer lenses because it is more effective for longer focal lengths while IBIS has priority with shorter focal lengths?.
They answered:
>> in practise you don't have the option to choose between OIS and IBIS. That means that both options work always together.
The fact is when you use lenses with longer focal length the OIS has priority as of the reason you mentioned. This means the stabilisation measured in EV steps will not be so effective as the use of lenses with wider focal length.<<

Looks like you never handled a X-T4, mine has metal dials, the flip-out screen feels as solid as on any other camera that has one and overall build quality is as good or better than any other camera that is/was in my posession.

Did you switch the M/C/S focus switch on the front of your camera to M? On my X-T4 peaking with an adapted manual lens only works when I switch to Manual focus. Hope this helps.
You're welcome PW104. I searched the internet looking for a document that would explain why the whirring does not stop when you switch the OIS "OFF". When I could not find such document I wrote an e-mail to Fuji service in Germany and they answered:

The OIS group is a free moving group. So when the camera gives power to the lens
this group gets first centered in position and is then stabilizing the image.
When you switch off the OIS function the motors of the OIS group fix the group in center
position. While keeping it in this position the motors are active and procude a
"working sound".

The whirring is normal, it is the OIS working. You also hear it when the OIS switch is in the "OFF" position, it keeps the OIS group parked in a centered position. Maybe that is where your lens malfunctions, keeping it in the parked position.
If it is an Arca Swiss quick release plate you could see if another brand gives a better grip or you could get a L-bracket which usually has a larger surface to secure a good grip.
I have a Sony RX100 of which the lens does not extend anymore, an A7r which overnight just stopped working so I would not recommend any Sony camera as mine do not focus at all anymore.
