Currently have Fuji's 35 and Samyang's 12.

I have always thought my next would be the 23 but just read some comments about the 16 being better on IQ then I am starting to take another look at the options.

 

I am happy with my current setup but think I may need a more "universal" option - the 12 is without autofocus so it is good for me only for sceneries and the 35 is a little bit too close to be a "universal" lens.

 

In short -

Samyang 12 + Fuji 16 vs. Fuji 23 + 35

Which combination would be more redundant in focal length/usage?

Is the Fuji 16 better than the 23 in IQ?

They're just very different and both great lenses. What do you want to shoot with it? I think the 23mm is way more usable as a universal lens because for some situations the 16mm might be too wide. But that depends on what you are photographing. Both combinations are different enough.

 

There are some websites that simulate the field of view (and depth of field). For example this one: http://dofsimulator.net/en/ Just select the aps-c sensor size, aperture and focal length.

 

Can't go wrong with both!

Why do you need a lens now? Answer that, and the choice should be obvious. Base your choice upon what you intend to do with it, not some supposedly superior lab tests. A 23mm is useless as a substitute for a 16mm—and vice versa—no matter the quality. As a compromise, there is also the very useful 18mm, comparable to a 27mm on film, tiny, and quite reasonably priced. However, let the subject matter and your way of capturing it, guide you.
