Blinking like Snow on TV

Hello,

I first noticed this issue last Christmas when I was trying to take some pictures at night of the lit up Christmas lights.  The lights on my screen became flashing lines, and kept blinking until the picture was taken.  But the strangest thing was that when I attempted to take a picture of lights that were actually blinking/flashing, they showed up on the screen as solid lines of light.

Then, after having not used the camera for a few months, I took it out yesterday to take some pictures during a sunset and the screen kept blinking, almost like TV static and snow.  The pictures are fine after they are taken, but it just seems strange.

Has anyone else experienced this?  I've attached a short video as an example

Have you got manual focus assist on? Those highlights might be showing you what's in focus.

No, I made sure that it is turned to "S" at the front.  I just can't figure this out!
