FIXED: XT-3 Video - Not able to adjust Apeture, SS or ISO

FIXED: Turn Off "Movie Silent Control" - the last Setting in the MENU -> MOVIE SETTING (scroll all the way down)

Hello fellow Fuji Friends

I wanted to start out shooting Video. I've tried googling and some tips from this forum but not made any progress.

Whenever I switch to Video Mode I can not change any of the mentioned settings (Apeture, SS or ISO). No matter what I do with the dials they stay the same.

Shutter Speed varies depending on light conditions between 1/30-1/125 but can not be changed by the top dial. Not in T mode or any number.
ISO always is the min. ISO depending on DR100 DR200 DR400
Apeture always remains f4.0 (using the Fuji 18-55 2.8-4.0 lense), no matter what I do with the apeture ring

any help would be greatly appreciated
