I just want to ask. Is it normal to shoot with shutter speed 1/60 and iso 10.000. Cuz when I lower the iso the photo gonna be dark. Or is it something wrong with my camera

So I just bought fujifilm x-t20. I already put everything in manual but I can't figured out why the exposure compensation always in -3 when the dial is in 0 Please help me
