Yes, that is correct. If there is a small yellow images of the camera with a lock next to it on your middle right screen, it is because the menu has been locked. This will cause the Q menu to not appear when the Q button is pressed - even if the Q menu has been assigned to the Q button. To unlock the menu, you need to hold down the Menu/OK button for 3 or 4 seconds - until it says the yellow locked sign goes away. I had to try this several times, but it eventually worked.
