AF-L in X-T3: One- or two-button process?

In order to get the AF-L button to lock focus in AF-S on the X-T3 I have to first establish focus via half press of the shutter before pressing the AF-L button (a two-button process). The AF-L button is set to on/off toggle. Can anyone with an X-T3 confirm that this is the normal sequence?  I am aware that some other x-mount cameras (such as X100T and X-T1) use a one-button process in AF-S , wherein pressing AF-L both establishes focus and locks it, and want to be sure that the two-button process is what the X-T3 follows.
