X70 - can't get tele-converter to work apart from auto mode

I'm sure I'm missing something obvious but, when setting up the control ring for either default or tele-converter (auto is OFF on the auto select lever) I just can't activate the tele-converter using the control ring. When the auto mode select lever is on auto the tele-converter then works. Any advise much appreciated!
